October 12, 2009: Should we pay tips to everybody?

Should people be tipped for doing the jobs they were hired for? Or should they just be tipped for service above and beyond what should be expected?
Should we tip people because they aren't paid well? Or should their employers pay them more and not pass the responsibility on to us?
Should association members tip staff at the registration desk for giving them a conference packet? Should they tip the person who brings additional chairs into a meeting room? Should they tip staff for correcting erroneous data the member entered on a registration form?
What about hotel staff? Should housekeepers be tipped?
Here's what one person thinks about that.
Tipping is a financial gesture made by more affluent people to compensate less affluent people for acting as their servants. It is also sometimes a bribe, paid to secure better service - often, service that the tipper is not entitled to.
So, where should it end?
